JAMES F. (JIM) THOMPSON
CEO | DCCM

Jim Thompson is a seasoned executive with approximately 40 years of experience in the project development, engineering, construction, and facilities management industries focusing on profitable growth and delivery of projects globally.

Prior to starting DCCM with White Wolf Capital, Jim spent 13 years with AECOM in several capacities, including CEO of International Government Services, and President & CEO of TCB AECOM, which served the southern and southwestern United States. 

Even further back in his career, Jim was President & CEO of JF Thompson, aka Thompson Engineering, a civil and structural engineering consulting and surveying company serving public and private clients throughout Texas and the greater gulf coast.

He is a registered professional civil and structural engineer and a certified design-build professional.

JACK MILLER
President | R.G. Miller Engineers

Jack Miller, managing principal of R.G. Miller Engineers has over 34 years of professional civil engineering experience in planning and design, construction management, project management, coordination of master-planned land development projects, utility district projects, roadway facilities, public utilities, and major capital improvement projects.

Jack’s extensive professional experience includes management and coordination of the successful design and completion of master planned communities.

He managed the components necessary to achieve a successful master planned community, including land-use planning, major thoroughfare planning, detention and drainage design, water and wastewater plant design, water distribution and wastewater collection systems, creation of municipal utility districts, and preparation of municipal utility district bond application reports.

BRETT BINKLEY
CEO | Binkley & Barfield

Since 2002, Brett Binkley has served as CEO and Vice Chairman of Binkley & Barfield and its sister company Baseline Corporation. Brett has served as an advisor, mentor, and principal-in-charge on many projects for a variety of clients in the public and private sectors, including municipalities, local drainage and flood control districts, toll road authorities, municipal utility districts, and TxDOT, throughout his more than 30 years of experience. Previously, Brett served as Business Manager and Director of IT from 1990–2002.

Brett has dedicated his career to ensuring that quality and trust remain the foundation on which the company continues its growth. He takes a personal interest in seeing that all engineering designs are produced to the highest quality and exacting client standards on time and within client budgets. Brett engages his staff in transformational leadership by role-modeling desired mindsets and behaviors to build strong and committed teams.

DARRELL ROCHESTER
CEO | Rochester & Associates

Darrell Rochester coordinates the strategy and day-to-day operations of Rochester & Associates. He is responsible for client development and coordination of highly visible projects of the firm, including infrastructure for federal, state, and municipal projects. In addition, he has worked with more than 50 universities throughout the southeastern United States. His high standards for quality on high-profile and multi-year projects have earned him recognition in the southeastern engineering community; most notably being named Chairman of the Board of ACEC Georgia, Board of Governors for the Georgia Chamber, Georgia Trend Magazine's Top 40 Under 40, and Georgia Institute of Technology’s College of Engineering's Outstanding Young Alumni through the years.
 
Darrell applies large project design and development experience to meet clients' needs while navigating governmental regulatory requirements. With over 40 years in the civil engineering and land surveying industry, Darrell's combined years working with an international land developer of large-scale master-planned communities, the Department of Defense, and state and local government agencies has given him insight into how to effectively guide the firm's clients through the design and development process.

JOHN WANGER
CEO | COASTLAND CIVIL ENGINEERING

John Wanger, founding principal and CEO of Coastland Civil Engineering, is a registered professional civil engineer and has over 39 years of professional civil engineering experience. John’s experience includes providing all facets of capital project design, construction management, and an array of municipal engineering services for the firm’s clients throughout Northern California. John has served as the principal-in-charge on a variety of projects including transportation, water, wastewater, flood control/drainage and public facilities. John has served as the contract City Engineer for seven cities and District Engineer for four Public Utility Districts.

Prior to founding Coastland Civil Engineering in 1991, John co-managed a branch office for a large municipal engineering firm as well as provided civil engineering design services in the land development sector.

Morals, ethics, and the development of trusting client relationships are at the core of both John and Coastland Civil Engineering. The firm has a high respect that public monies are paying for the services that the firm provides to public agencies and both John and the firm strive to provide the highest level of quality services in the most cost-effective manner.

GAYLE HEATH

Gayle L. Heath, CEO and Chairman of the Board, co-founded Alliance Transportation Group (ATG) in 1997. Since becoming CEO in 2001, ATG has expanded into a full-service engineering and planning consulting firm and has successfully completed projects in 27 states. The firm has grown nearly 400% under Gayle’s leadership and ATG has expanded staff and offices in Austin, Houston, Dallas, San Antonio, and Metairie, Louisiana.

Gayle has dedicated herself to the firm’s success by leading operations, implementing ATG’s strategic plan and championing the firm’s culture. Under her leadership, ATG’s teams of planners, engineers, and consultants focus on developing innovative solutions using their expertise to serve the movement of people and communities today and in the future.
 
Gayle devotes herself to building leaders through ATG’s Mentorship Program, Women Entrepreneurs (WE), Commitment to Excellence Competition, ATG University, and ATG’s Project Management Program. Outside ATG, Gayle supports education and helping students recognize opportunity and personal success by serving on the Pflugerville Education Foundation, supporting the Seedling Foundation, and providing collegiate scholarships.

TROY WOODRUFF
PRESIDENT/CEO | RQAW

With decades of experience, Troy Woodruff has led and delivered major infrastructure projects as President/CEO of RQAW. Prior to becoming an owner of RQAW, he served as Chief of Staff and ran operations for the Indiana Department of Transportation. Troy also served in the Indiana General Assembly and has built three successful companies: RQAW, BW Construction, and BW Development. His experiences and relationships throughout his career continually help him see the “big picture” for potential projects and discover new opportunities.

Troy’s philosophy on running a successful business is simple, yet it’s proven true for RQAW: “Hire the most talented people you can find in their field, with good attitudes and personalities, and let them do their jobs. Support and take care of them, but trust them to get the job done on their own.”

Troy is proud of RQAW’s recent growth and is always seeking new ways to improve the company and services to better help clients.

CHIP URBAN
MANAGING PARTNER | URBAN ENGINEERING

Chip Urban is a second-generation Professional Engineer and Registered Professional Land Surveyor. He has served as Project Manager and Principal-in-Charge on countless public and private projects throughout the Texas Coastal Bend. His experience over the last 24+ years includes single- and multi-family residential projects of all sizes, master-planned communities, commercial development, and numerous school projects from K-12 to major universities. In addition, his public work experience includes utility master plans, wastewater collection and pumping projects, water distribution systems, and road projects. 

Urban Engineering has built a reputation of providing good thorough design while treating their clients' money as if it was their own. They live and work in the communities they serve and are proud to put their name on every they do.
